For palkia, I'm still deciding upon giving it hydro pump. With gravity, hydro pump basically becomes 100 accurate, but the drought cuts its power. I am more concerned with the rest of my pokemon team. I would appreciate any suggestions to make this team a LOT better. It's actually designed to face mysterial rain dance team in pokemon battle revolution.

Hint: Use mostly same-type moves for a 1.5X power advantage.

You'll want to change Groudon's Swords Dance- change it to an actual attacking move because Groudon already has really really high attack. Change its Fire Punch- There a lot of better, more powerful moves. Replace Thunder Punch to Stone Edge or Solarbeam. Coupled with its Drought and the second strongest Grass type move, it's pretty deadly.

Change all of Mewtwo's attacks except Protect. I recommend Psychic, Metronome, Me First, or Psycho Cut. (actually, Mewtwo's original moveset was pretty good...)

For Palkia, Focus Blast, remove Fire Blast and replace with Hydro Pump. It'll be fine- Drought is only Groudon's Ability, and unless you're using it in a double battle with Palkia, I'm sure there'll be no problem.

Change Arceus' Fire Blast to a strong Ghost type (or whatever plate type he's holding) such as Shadow Ball. Alternatively, you could use for Grass type, Solarbeam, or better yet, for Electric types, Thunder. Personally, I'd change Arceus' Spooky Plate to Splash Plate or Thunder Plate.

Change Azelf's fire punch to Signal Beam or Payback.
I would actually recommend you change Azelf to Darkrai because you already have a Psychic type on your team. Darkrai has a good move at level 93 called
Dark Pulse. I would recommend that, too.
Darkrai's ideal moveset would be Dark Pulse, Psychic, Dream Eater, and Hypnosis/Dark Void.
Held Item: Dread Plate, Darkglasses, or Chesto Berry.
You also might want to change Palkia (or Dialga) because they're both dragon Types. I suggest
Lugia, Shaymin, Rayquaza, Ho-oh, Giratina and/or Manaphy.

Use Max PP on all of their moves. This is actually more important than using proteins, etc to up other stats; PP is most important.
If you can't afford that many, then beat the Elite Four, etc.
