Can my pans be saved?

I have 3 small ( I guess 8 inch) non stick pans that my parents bought me for my new apartment at college.they are not super nice but were around $45 per pan...I have a nasty nasty nasty Iranian room mate who speaks no english who uses my pans without asking..that is not really the problem..he just doesn't clean up..he fries different things in these pans in vegetable oil..he leaves the oil to sit in the pan for weeks at a time and re uses it over and over..even with crap floating in it...I dont mind that he uses it but since he fries stuff in it, the non stick coating is covered with a black tar like grease all over and on the bottom of the pans....I wash them several times but it is still on them...can my pans be saved and what can I do to prevent him from using them..he speaks no english and our cabinets do not lock..when I hide the pans he pulls them back out..I hate this bastard

hot soapy water and let them soak a bit and scrub the inside with a nonstick safe scrubby. I wouldn't worry about the outside unless you are displaying the pans for any reason.
Can you afford a chest or portable locker and a padlock for it? Thats what I would do. Lock them babies up and keep the key on a chain around your neck.
I am a bitc& when it comes to my cast iron pan and have been known to take it with me if I have to.
