So i have a Ceiling Fan Light with a chain that activates the light and the switch by my door?

now if i have the switch by my door on but the chain pulled so the light and fan isn't working, is electricity still being wasted?

No. Unless the unit is operating, it is not using electricity. Think of a water hose with a triggered spray head. The switch on the fan is the spray head. The faucet is the switch on the wall. They both have to be on to spray water. If either is off, you are not using water.
