eyeliner best type / brand / color??

Liquid eyeliner is water resistant, regular pencil or eye shadow applied with a small brush better, and what brand do you recommend? Also, what silver white, black, gray, gold, purple, blue, green, etc. is best for someone with the length of a round face brown hair shoulder + layers, smaller eyes, flush with the face, brown eyes?
